It's a LiveJournal community which has weekly prompts to encourage creativity. We also have the fic meme - where members are invited to post prompts so that others can write for them.
It is also looking likely that we will be expanding to include prompt tables (a set of prompts which you use to write a set number of fics/draw a set number of drawings) in the very near future too.

country2776 - the site is for anyone to use, regardless of whether you started writing today or years ago. There's no need to be afraid to post - people understand that others are at varying skill levels. If you're really that afraid to post, I recommend getting a beta to check over your writing before posting. There's nothing like having a second pair of eyes to make sure everything's okay before you post. And I'd also like to add that every writer, regardless of how long they have been writing for, can have a confidence crisis every so often. Goodness knows I do - I have a mini panic attack with every single update I post.
